Ontra Mobility partners with the City of Fresno

FRESNO, CANovember 12, 2025 – The City of Fresno today announced a collaboration with Flexlynqs, Ontra Mobility, and Southwest Strategies Group to conduct a Transit On-Demand Feasibility Study aimed at modernizing mobility and expanding access to convenient, equitable, and technology-driven transportation options across the region.

The initiative will evaluate opportunities to enhance the City's existing Handy Ride paratransit system and assess the feasibility of introducing new on-demand public transit services. The goal is to improve flexibility, efficiency, and accessibility for all residents — particularly those in disadvantaged and transit-dependent communities.

Flexlynqs will lead the project, Ontra Mobility will provide its data-driven planning and modeling platform to evaluate service scenarios and technology integrations, and Southwest Strategies Group will oversee stakeholder and community engagement to ensure equitable participation throughout the process.

The study will analyze current system performance, explore modernization options such as same-day booking, real-time vehicle tracking, and app-based scheduling, and evaluate potential for non-paratransit on-demand service models, including first/last-mile and curb-to-airport connections. The consultant team will also assess the feasibility of zero-emission fleet operations, cost implications, and Title VI equity compliance.

The project will include robust public outreach — through workshops, stakeholder interviews, and online engagement — to gather feedback from Handy Ride users, local organizations, and residents. Final recommendations will include phased implementation strategies, estimated costs, and funding options to guide future mobility investments.

Work is scheduled to begin in Q4 2025, with multiple opportunities for community input throughout the process.
